Lwanga Bwanika Calls for Cultural System to Guide Political Leaders in Buganda

The Chairperson of Wakiso District, Matiya Lwanga Bwanika, has called upon leaders in the Buganda Kingdom to establish a system aimed at guiding and counselling political leaders serving in the central government, warning that poor leadership is contributing to the country’s decline.

Bwanika made the remarks while presiding as chief guest at a thanksgiving ceremony organised by leaders of Kira Municipality led by Mayor Julius Mutebi. The event was held at the municipality headquarters to appreciate individuals who have supported the council during the outgoing term of office.

“We need a deliberate system where cultural leaders can constantly engage and remind political leaders of their responsibilities to the people,” Bwanika said.

He added, “Today, many people are joining leadership without a clear vision or agenda that can uplift the country, and that is why we are witnessing increasing challenges in governance.”

The function attracted several leaders from Wakiso District, including technical government staff led by Kira Municipality Town Clerk Benon Yiga, religious leaders, councillors, and community representatives.

During the event, Mayor Julius Mutebi appealed to politicians who lost elections not to turn against the people but instead continue serving their communities.

“Leadership is about service, not bitterness,” Mutebi said. “Those who did not vote for you today may become your supporters tomorrow, so leaders should remain committed to serving all people regardless of election outcomes.”

Mutebi also presented a report outlining achievements registered during the municipality’s term in office, including improvements in road infrastructure, health services, and other community development projects.

Kira Municipality Town Clerk Benon Yiga urged leaders who were unsuccessful in elections to remain hopeful and avoid destructive lifestyles out of frustration.

“Losing an election should not destroy your future,” Yiga said. “Leaders should remain disciplined, protect their health, and continue participating in community development instead of giving up.”

Yiga further praised the strong cooperation that existed between political leaders and technical staff, saying the teamwork played a major role in the municipality’s achievements.

Dr. Bwanika also commended Mayor Mutebi for what he described as dedicated leadership that helped transform Kira Municipality into one of the fastest-developing urban centres in Uganda.

“He has served the people with commitment and determination, and that leadership spirit has greatly contributed to the growth and visibility of Kira Municipality,” Bwanika noted.

At the end of the ceremony, several government workers, councillors, and other leaders who excelled in service delivery were awarded certificates and commemorative plaques in recognition of their contribution.

Kira Municipality is one of the four municipalities in Wakiso District and is widely recognized for its rapid urban development and improving service delivery systems.
